The work and pensions secretary has described the government’s welfare reforms as “essential”.

Liz Kendall delivered a statement to the House of Commons on Monday afternoon after ministers unveiled key concessions over the Universal Credit and Personal Independence Payment Bill.

Addressing MPs, Kendall said: “I am proud of the steps that this government has already taken to deliver on our promise of a better future for all. We are creating more good jobs in every part of the country, including through our modern industrial strategy and plans for clean energy.”

She added: “But there have also been real concerns about our initial proposals. We have listened carefully and we are making positive changes as a result…

“Our plans are rooted in fairness for those who need support and for taxpayers. They’re about ensuring the welfare state survives.

“So there is always a safety net for those who need it, and so it lasts for generations to come, but above all, our reforms are rooted in our fundamental belief that everyone can fulfil their potential and live their hopes and dreams.”

The home secretary has highlighted “deep rooted institutional failures stretching back decades” which saw organisations fail to protect vulnerable children in response to a review of the grooming gangs scandal.

Yvette Cooper said the findings of the review into child sexual exploitation, conducted by Baroness Casey, are “deeply disturbing”.

She told the House of Commons: “The sexual exploitation of children by grooming gangs is one of the most horrific crimes. Children as young as ten plied with drugs and alcohol, brutally raped by gangs of men.

“And disgracefully let down again and again by the authorities who were meant to protect them and keep them safe. These despicable crimes have caused the most unimaginable harm to victims and survivors throughout their lives and are a stain on our society.”

Cooper added: “Baroness Casey’s audit examined local level data in three police force areas, Greater Manchester, West Yorkshire and South Yorkshire, where high profile cases involved in Pakistani heritage men have long been investigated and reported.

“And there they found the suspects of group-based child sexual offences were disproportionately likely to be Asian men.

“She also found indications of disproportionality in serious case reviews and while much more robust national data is needed, we cannot and must not shy away from these findings.”

A minister has confirmed that “all lower income pensioners” should receive the winter fuel payment after the government outlined the detail of its U-turn on the policy.

Torsten Bell, the parliamentary under-secretary of state for pensions, said that “all pensioners with incomes up to and including £35,000” will now benefit from support, as well as “those on pension, credit and other income related benefits.”

He added: “We are acting to make sure all lower income pensioners receive support. The new individual £35,000 threshold is significantly above the income of pensioners in poverty and broadly in line with average earnings.

“It means that the vast majority, over three quarters or 9 million pensioners, will benefit from a winter fuel payment. This change ensures that the means-testing of winter fuel payments has no effect on pensioner poverty.”

The ministerial statement, delivered in the House of Commons, came after chancellor Rachel Reeves confirmed that while the payment will still not be paid to all pensioners as in previous years, it will be extended to far more than last winter.

Bell added: “Means-testing the winter fuel payment in England and Wales like this will save around £450 million a year, subject to certification by the Office for Budget Responsibility [OBR].

“Compared to the system of universal payments, it will cost around £1.25 billion in England and Wales compared to the position last winter…

“These are changes that will be fully funded at the next fiscal event, the autumn budget. That will ensure final costings and funding decisions come alongside the latest forecast from the OBR.

“We will ensure that the government’s non-negotiable fiscal rules are met.”

The defence secretary has said critics of the Chagos Islands deal, signed today, would “weaken the security of the British people”.

John Healey told the House of Commons that the agreement secures Diego Garcia, the military base located in the Chagos Islands, and that “anyone who would abandon this deal would abandon the base.”

In a statement on Thursday afternoon, Healey said: “For more than 50 years, the joint UK-US military base on Diego Garcia has been a launch pad to defeat terrorists, to protect threats to our nation and to protect our economic security.

“This base keeps Britain secure at home and strong abroad. This afternoon, the prime minister has signed a treaty with prime minister Ramgoolam of Mauritius, which guarantees the full continued UK control of Diego Garcia for the next 99 years and beyond.”

He added: “The prime minister has ensured that the UK retains full control of Diego Garcia throughout the next century and beyond. Quite simply, the loss of Diego Garcia military base would now be unthinkable.

“And yet without action, without this deal, within weeks we could face losing legal rulings, and within just a few years, the base would become inoperable…

“Anyone who would abandon this deal would abandon the base, they would weaken the security of the British people, and they would weaken the strength of the British armed forces.

“By signing this deal, the British flag will fly over the Diego Garcia base well into the next century.”

The Conservative Party reacted furiously to the defence secretary’s statement, with regular shouts of “rubbish” from the opposition benches.

Shadow defence secretary James Cartlidge vowed to “abandon” the deal and “do everything possible to oppose it.”

He told the House: “The government are not surrendering British sovereign territory because of military defeat, nor because of a binding legal verdict, but wilfully due to a total failure to take a stand and fight for Britain’s interests on the world stage.

“The government should not be surrendering strategic, vital, sovereign territory, especially when we face such threats, and they should certainly shouldn’t be paying billions for the privilege.”

The justice secretary has accused the last Conservative government, led by Rishi Sunak as prime minister, of seeking to “hoodwink” the public over the prisons crisis by calling the 2024 general election.

Sunak infamously called an election on this day, 22 May, last year on the steps of Downing Street as the then-PM was steadily soaked by a sudden downpour.

Shabana Mahmood told MPs that she believes Sunak opted to call the election “rather than confront” an imminent collapse of the prisons system.

Delivering a statement to the House of Commons, the justice secretary said she was “grateful” for the recommendations of the government-commissioned sentencing review, which reported today.

Mahmood said: “The independent sentencing review was published today. It was chaired by [Conservative former justice secretary] David Gauke. His panel comprised experts, including a former Lord Chief Justice and representatives from the police, prisons, probation and victims rights organisations.

“The government is grateful for its recommendations… and today I will set out our in-principle response. But first, it is essential that we set this review in its proper context.

“A year ago today, the party opposite called an election. They did so because they were confronted by the prospect of prisons about to collapse.”

She added: “Rather than confront their failure, they chose to hide it and hoodwink the public into re-electing them. It didn’t work, but their legacy lives on. It is shameful that in this day and age we are confronted by this crisis once more. The reasons are clear.

“The last government added just 500 places to our prison estate, while at the same time sentence lengths rose.”

In response, shadow justice secretary Robert Jenrick said Mahmood had “lost her mind”, a comment that prompted a rebuke from the commons speaker.

He said: “Any government willing to do whatever it took could obviously find and build prison cells required to negate the need for these disastrous changes.

“If not prison, what’s the plan to punish these criminals and to keep the public safe? Well, the justice secretary says it’s digital prisons, as she puts it: ‘Prison outside of prison’. Words that leave most people in country to conclude the justice secretary is out of her mind.”

David Lammy has announced that negotiations over a free trade deal between the UK and Israel have been “suspended”.

The foreign secretary delivered a statement to the House of Commons on Tuesday, with the UK government looking to ramp up pressure on its Israeli counterparts. Lammy warned of the  “abominable” situation in Gaza and expressed his fear that the conflict is entering a “dark, new phase”.

He said: “Civilians in Gaza facing starvation, homelessness, trauma, desperate for this war to end, now confront renewed bombardment, new displacement and new suffering…

“We are now entering a dark, new phase in this conflict. [Benjamin] Netanyahu’s government is plotting to drive Gazans from their homes into a corner of the strip to the south and permit them a fraction of the aid that they need.”

Lammy added: “Therefore, today I’m announcing that we have suspended negotiations with this Israeli government on a new free trade agreement.

“We will be reviewing cooperation with them under the 2030 bilateral roadmap. The Netanyahu government’s actions have made this necessary… Today my honourable friend, the minister for the Middle East, is summoning the Israeli ambassador’s foreign office to convey this message.”

The foreign secretary went on to criticise the Conservative frontbench for refusing to repeat his condemnation of the actions pursued by the Netanyahu government.

Lammy said: “It seems that the Conservative Party, or at least the current frontbench, is refusing to confront the appalling reality of what is happening in Gaza and what the Netanyahu government is doing.

“The honourable lady [shadow foreign secretary Priti Patel] seems incapable of offering any serious criticism about the egregious actions by the Netanyahu government, unlike many honourable members on her own side.

“I think the whole House should be able to utterly condemn the Israeli government’s denial of food to hungry children.”

The Conservative leader dismissed a House of Commons statement, delivered to MPs by equalities minister Bridget Phillipson on Tuesday, as a “shameless work of fiction”.

Badenoch, herself a former equalities minister, said: “I thank the secretary of state for advance sight of her statement, even if it was mostly a shameless work of fiction.

“I could not believe my eyes or my ears this afternoon. In 2021, the prime minister said it is not right to say only women have a cervix. In 2022, he said it is the law that trans women are women. In 2023, he said and I quote, ’99 per cent of women don’t have a penis’.”

She added: “I know what a woman is and I always have. The people of this country know what a woman is. We didn’t need the supreme court to tell us that, but this government did.”

In her statement to the commons this afternoon, Phillipson welcomed the verdict.

She told MPs: “This ruling brings welcome clarity and confidence for women and service providers. Single-sex spaces must be protected. Madam Deputy Speaker, this is personal to me.

“Before I was elected to this place, I ran a women’s refuge in the north east for women and children fleeing domestic violence.”

The two Labour MPs denied entry into Israel while on a trip to visit the occupied West Bank have spoken in the House of Commons for the first time since their detention.

Abtisam Mohamed, the MP for Sheffield Central, and Yuan Yang, the MP for Earley and Woodley, flew to Israel from London Luton Airport with two aides on Saturday afternoon.

But they were refused entry because they intended to “spread hate speech” against Israel, the nation’s population and immigration authority said.

In a statement to the commons on Monday afternoon, Foreign Office minister Hamish Falconer said that this is “first time a British MP has been barred from entering Israel.”

He added: “That decision appears to have been taken on the basis of comments made in this chamber.

“As the foreign secretary [David Lammy] has made clear, and as I am sure almost every member of this House will agree, their treatment is unacceptable and it is deeply concerning.

“It is no way to treat democratically elected representatives of a close partner nation, and we have made this clear at the highest levels in Israel.”

Wendy Morton, the Conservative Party spokesperson, refused to condemn the response of Israel in line with comments delivered by Kemi Badenoch over the weekend.

She said: “I think it’s important that we put this all within the context of Britain’s relationship with Israel.

“Israel is a key security and defence partner for the United Kingdom, and it is the only democracy in the Middle East. Their security matters and helps to keep us safe, including dealing with threats that undermine our interests.

“It is only by maintaining that trust and respect that Britain can bring influence to bear on issues that really matter for peace and security in the Middle East.”

Morton returned to her place on the opposition frontbench to cries of “shame” from Labour MPs.

Falconer responded: “I had hoped that the honourable lady [Morton] might come to the despatch box in order to withdraw the comments of the leader of the opposition – comments that the shadow chief secretary to the Treasury was not prepared to support.

“I remain none the wiser from her comments what the position of the Conservative Party is.”

Addressing MPs for the first time since arriving back from Israel, Abtisam Mohamed reflected on a “challenging few days”.

She said: “What happened to myself and the MP Earley and Woodley [Yang] has been unprecedented. We were denied entry based on our legitimate political opinions, which are firmly aligned with international law.

“No state, however powerful, should be beyond criticism.”

Yuan Yang said: “I hope the minister will be able to work with his counterparts in Israel to prevent this happening again so that we can continue to act in good faith to shed light on what is happening.”

The prime minister has insisted that he will “never choose between” Europe and the United States.

The comment came as Keir Starmer delivered a statement to the commons, updating the House after a week of intensive diplomacy at home and abroad.

The PM reflected on the White House meeting between Ukrainian president Volodymyr Zelenskyy and US president Donald Trump last Friday, which degenerated into a shouting match.

Starmer said: “My [diplomatic] efforts continued on Thursday when I met president Trump in the White House to strengthen our relationship with America.

“Now, what happened in his subsequent meeting with president Zelenskyy is something nobody in this House wants to see.”

He added: “But I do want to be crystal clear. We must strengthen our relationship with America for our security, for our technology, for our trade and investment.”

The prime minister suggested that those who wish to pick sides between Europe and the United States are “unserious”.

He said: “We will never choose between either side of the Atlantic. In fact, if anything, the past week has shown that that idea is totally unserious.

“Because while some people may enjoy the simplicity of taking a side, this week has shown with total clarity that the US is vital in securing the peace we all want to see in Ukraine.”

UK defence spending will rise to 2.5 per cent of GDP by 2027, the prime minister has set out.

Keir Starmer made the announcement in an unexpected House of Commons statement on Tuesday ahead of talks with US president Donald Trump at the White House.

He told MPs: “We will deliver our commitment to spend 2.5 per cent of GDP on defence, but we will bring that forward so we reach that level in 2027.

“And we will maintain that for the rest of this parliament.”

Starmer noted that this means spending £13.4 billion more on defence every year from 2027, reflecting the biggest increase since the Cold War.

To fund the hike, the foreign aid budget will fall from 0.5 per cent of gross national income this year to 0.3 per cent in 2027.

David Lammy has said that peace in Ukraine will be achieved “through strength” on both sides of the Atlantic.

The foreign secretary marked the third anniversary of the war in Ukraine with a statement in the House of Commons on Monday afternoon. “Today, we mark three years of Ukrainian courage in resisting that brutal, illegal, unprovoked invasion”, Lammy said.

He added: “I have witnessed [Ukrainian] fortitude firsthand on three visits to Kyiv over the last year — their defiant blitz spirit as Russian missiles and drones rained down night after night after night.

“So on this grim anniversary, amid all the talk about talks, we must not forget that Russia’s barbaric war goes on.”

Looking ahead to his visit to the United States for talks with the Trump administration, Lammy said: “This week the prime minister and I will be travelling to Washington DC to meet [US] president Trump.

“Ukraine needs friends and allies on both sides of the Atlantic, working together to achieve peace through strength.

“Both president [Donald] Trump and president [Volodymyr] Zelenskyy have spoken of their desire to achieve this, and the prime minister reaffirmed to Zelenskyy in a call today that this is Britain’s goal as well.”

The home secretary has said that the inquiry into the Southport murders will consider the wider challenge of rising youth violence and extremism.

Yvette Cooper told the House of Commons that there has been a threefold increase in the number of under-18s investigated over involvement in terrorism in just three years, with 162 people referred to Prevent in 2024 over concerns relating to school massacres.

Cooper said: “So many of our teenagers are being exposed to ever more disturbing materials online – an online ecosystem that is radicalising our children while safety measures are whittled away.

“The Online Safety Act content codes of practise come into force in March, and the child safety codes should be in place this summer.

“But companies should take responsibility before then. The prosecution will provide more detail on Thursday about material [Axel] Rudakubana searched for online.

“But I can tell the House the government is this week contacting technology companies to ask them to remove dangerous material that he accessed. Companies should not be profiting from hosting content that puts children’s lives at risk.”

The national three-month audit, led by Dame Louise Casey, will look at “cultural and societal drivers” of child sex abuse, the home secretary said.

Cooper told the House: “In order to go much further, I have asked Baroness Louise Casey to oversee a rapid audit of the current scale and nature of gang based exploitation across the country, and to make recommendations on the further work that is needed.”

She added: “This is about the protection of children, the protection of young girls, and the radical and ambitious mission we have set for this government to halve violence against women and girls in a decade.

“And I hope all ministers will support that mission and support the measures we have outlined today to help achieve it.”

Claire Coutinho has said the government’s climate commitments will make the UK a “warning, not an example” on the world stage.

The shadow energy security and net zero secretary urged Ed Miliband to abandon “the path he set out” in a statement to the House of Commons on Tuesday.

Coutinho said: “We are 1 per cent of global emissions. And if he continues down the path he set out, I fear that our country will face hardship and there’ll be no point in being world-leading because nobody will want to follow our lead.

“He would make us a warning, not an example to others.”

Miliband, the energy security and net zero secretary, had told the House: “Just as the 2008 Climate Change Act, supported across this House, inspired others to follow our lead. That’s why at the G20 in Brazil, the prime minister launched the global Clean Power Alliance to drive forward this transition.”

Responding to Coutinho, Miliband said: “Oh, dear, oh, dear. Okay, let me deal with her questions such as they are. Let’s start with our nationally determined contributions [NDCs], announced at COP.

“It’s so interesting that she now opposes this, because the 2035 NDC announced by the prime minister is exactly the target her government legislated for in 2021.”

The education secretary has announced the government will increase tuition fees.

Bridget Phillipson outlined the changes in a statement to MPs on Monday afternoon.

Tuition fees will now rise to £9,525 from April 2025 — an increase of £285 per academic year. Meanwhile, maintenance loans will increase in line with inflation — an increase of £414 per year in 2025/26.

Phillipson insisted that the increase was “not an easy decision”, but added: “It is no use keeping tuition fees for future students if the universities are not there for them to attend, nor if students can’t afford to support themselves while they study.”

She went on: “So I can also confirm today that we will boost support for students with living costs by increasing maximum maintenance loans in line with inflation, giving them an additional £414 a year in 2526.”

The government has been forced to defend itself over the decision to handover the Chagos Islands to Mauritius amid fierce criticism from opposition MPs, including Nigel Farage and two Conservative leadership hopefuls.

Making a statement to the House of Commons on Monday, foreign secretary David Lammy repeatedly insisted that the last government was the one to start the handover process.

Despite this, shadow security minister Tom Tugendhat accused Lammy of “undermining the rights of the Chagossian people.”

Tugendhat told the House: “Truly nobody, apart from a boy called Jack, has ever made a worse deal on the way to market. He’s come back with a handful of beans that he’s trying to sell as a prize.”

Lammy hit back: “He was part of the last government. Did he raised this when he was part of the last government?”

Robert Jenrick, another Conservative leadership hopeful, said the foreign secretary had conducted the handover so he can “feel good about himself at his next North London dinner party.”

Lammy responded: “Well, I hope that question may have garnered him a few more votes, but if that’s his position, he’s unlikely to lead the Conservative Party to victory.”
