The House of Commons speaker has paid tribute to Lord Tebbit, whom he described as one of the “giants of the Thatcher era”.

Sir Lindsay Hoyle said that the “thoughts of the whole House” are with Lord Tebbit’s family and friends.

He told MPs before the beginning of business on Tuesday: “I would like to take a moment to remember Lord Tebbit… who died yesterday.

“He was one of the giants of the [Margaret] Thatcher era, before his political career was cut short by the attack on the Grand Hotel in Brighton.”

In a statement, Lord Tebbit’s son William said: “At 11.15pm on 7th July 2025 Lord Tebbit died peacefully at home aged 94.

“His family ask that their privacy is respected at this time and a further statement regarding funeral arrangements will be made in due course.”

The government has offered an eleventh hour concession to limit the scale of a Labour revolt over welfare reforms.

Under the terms set out by a work and pensions minister in the House of Commons, changes to restrict eligibility for the Personal Independence Payment (Pip) will be delayed until after a review of the disability benefit instead of coming into force in November 2026 as set out in the bill.

Sir Stephen Timms, the disability minister, told MPs: “Others across the House during this debate have raised concerns that the changes to Pip are coming ahead of the conclusions of the review of the assessment that I will be leading.

“We’ve heard those concerns and that is why I can announce that we are going to remove the Clause V from the Bill at committee, that we will move straight to the wider review, sometimes referred to as the Timms Review and only make changes to Pip eligibility activity and descriptors following that review.”

After Sir Stephen’s intervention, Labour MP Andy McDonald used a point of order to ask what MPs are now voting on.

He said: “We’ve just heard that a pivotal part of this bill is not going to be effective, so I ask the question: what are we supposed to be voting on tonight?

“Is it the bill as drawn or another bill? I’m confused.”

A Labour MP has called on the government to win back the “trust” of disabled people after ministers pushed ahead with welfare reforms without any public consultation.

Marie Tidball, the Labour MP for Penistone and Stocksbridge, said that the voices of disabled people had been “excluded” from the process. 

Tidball revealed that she had been engaging with the government since April, having informed ministers she could not support changes to the Personal Independence Payment (PIP).

Speaking following a statement from Liz Kendall, the work and pensions secretary, the Labour MP asked: “Why did the Department for Work and Pensions [DWP] choose not to consult with disabled people on PIP proposals, and what will her department do to win back the trust of disabled people?”

Kendall responded: “[Tibdall] is a powerful voice and I know she will always remain that in this House.

“We are absolutely committed to co-producing this PIP review led by [minister] Sir Stephen Timms [alongside disabled people]. She may know we are also setting up collaboration committees on access to work and on pathways to work to make sure we really get this right.”

The commons speaker has once again reprimanded the government for making major policy announcements outside of the House.

In his strongest comments yet, Sir Lindsay Hoyle said the government had committed a “blatant” breach of the ministerial code and called on senior MPs to “inquire into the matter”.

The statement from the chair came ahead of an urgent question on government announcements outside parliament, granted to shadow leader of the House Jesse Norman.

Sir Lindsay said: “This morning, the government published the strategic defence review. The prime minister made the speech and held a press conference in Glasgow, in addition to other media appearances.

“This follows several days of media briefing. I’m disappointed once again, the government appears to have breached the principle set out in paragraph 9.1 of the ministerial code, that when a parliament is in session, the most important announcements of government policy should be made in the first instance in parliament.”

The speaker added: “This shows complete disregard for the House and for honourable members. I know that ministers when they were in opposition were not slow to complain when the previous government made major policy announcements outside parliament…

“I’m not responsible for compliance with the ministerial code. That is a matter for the prime minister. It is the government’s code, not the House’s, but I regard this [as a] particularly blatant breach.

“I’ve invited the honourable member for North Devon [Simon Hoare] to consider whether the public administration and the constitutional affairs committee [PACAC] might usefully inquire into the matter.”

Responding for the government, leader of the House Lucy Powell insisted that the government “has made a number of important oral statements to the House”.

Powell said that she is “satisfied that this government is coming to the House regularly to keep parliament informed.”

Sir Lindsay responded: “I am not satisfied. I think that’s the key, because both backbenches quite rightly should hear it first. I don’t care how many are being done in the House – it’s the ones that are not being done that we should be talking about it.”

Jesse Norman commented: “I mean, really, Mr Speaker, is this the best the leader [of the House] can do. A kind of I speak your way, autocue recitation of points that she’s made in the three previous attempts on which this House has been recently embarrassed and disregarded just over the last three weeks alone.

“It is both a hopeless miscue of response and bordering on a contempt of parliament.”

A senior SNP MP has described a Reform UK social media advert featuring Anas Sarwar as “racist”.

Pete Wishart, the long-serving Scottish National Party MP for Perth and Kinross-shire, raised the advert in House of Commons business questions on Thursday.

He said an online video, promoted by Reform UK ahead of a Holyrood by-election, has been “selectively edited to question the identity and loyalty of the Scottish Labour leader.”

Wishart added: “Now we may profoundly disagree with Anas Sarwar on a range of issues, but he is a proud Scot who always attempts to put the interests of his country first in Scotland.

“We are united against this sort of gutter politics.”

In a statement seen by BBC News, Reform said the party was simply “advertising Sarwar’s own words”.

A spokesperson added: “If he doesn’t like them, he shouldn’t use them.

“We know Scottish Labour is ashamed of Keir Starmer’s rhetoric, but it appears now they’re also trying to hide from Anas Sarwar’s record – we’ll be happy in helping them by highlighting his record at every turn.”

Responding to Wishart’s question, leader of the House of Commons Lucy Powell said: “Can I really thank the honourable gentleman for for the way in which he asked that question and for putting on the record his disgust… at the way in which people do warp what other people say and edit things together to give a different impression of their values and of their opinions, as sounds like is the case against Anas Sarwar.”

She added: “I hope that the Reform party have heard his question today and take down the video that he describes.”

Theresa May has urged the government to “move away” from the current points-based immigration system and give greater “discretion” to immigration officers.

The former prime minister, now Baroness May of Maidenhead, has been a longtime critic of the approach, pointedly refusing to implement it as PM and later criticising it when the system was endorsed by Boris Johnson, during his tenure in 10 Downing Street.

Under the UK’s points-based immigration system, with the exception of Irish citizens, anyone coming to the UK for work must meet a specific set of requirements for which they will score points. Visas are then awarded to those who gain enough points.

Speaking in the House of Lords on Thursday, Baroness May suggested that the system is open to “abuse”.

May, who also served as home secretary from 2010-2016, said: “One way to bring down net migration is to ensure there is no abuse in the visa system – the white paper touches on this, particularly in relation to student visas.

“A key way to ensure there is no abuse is to move away from a strict points based system and give greater discretion to immigration officers.”

She added: “Is the government doing that, and if not, why not?”

Home Office minister Lord Hanson of Flint responded: “The government wants to try to operate a points-based system, but it also wants to just put some more rigour into the student post-graduate approach and also to look at the the fees around that, that come into the United Kingdom in the first place.

“So the white paper includes a shortening of the period after graduation; it includes a points-based system examining how and what skills are required; it gives a commission to the Migration Advisory Committees that we’re establishing to look at what the skills shortages are.”

The speaker of the House of Commons has reprimanded the government over recent media briefing, referencing his duty to “uphold and defend the rights” of MPs.

Speaking ahead of an urgent question on the government’s plans to relieve pressure on the prison system, Sir Lindsay Hoyle insisted that major announcements should be delivered before the House first.

The justice secretary, Shabana Mahmood, unveiled the new measures in a press conference on Wednesday. Sir Lindsay also referenced the manner in which ministers unveiled the details of the immigration white paper which, the speaker said, “were given to the media… before it was laid before this House.”

The speaker went on to suggest that ministers could be acting in contravention of the ministerial code, and announced he would instruct an influential cross-party group of MPs to consider the situation.

In a statement, he told MPs: “It is clear to me that the general principles set out in paragraph 9.1 of the ministerial code is being disregarded more often than it is observed.

“I will be writing to the chair of the public administration and constitutional affairs committee [PACAC] to invite that committee to consider the issues in more details.”

Sir Lindsay added: “Because if the government is not going to take the ministerial policies seriously, who will?

“So I’ve got to say, I don’t like doing this – I believe I am here to represent all backbenchers, and backbenchers have the right to question ministers first.

“I’m not interested in Sky News or the BBC or political programmes, I’m here to defend all of you…

“Please do not take [MPs] for granted – it is not acceptable! I know it’s not the minister’s fault, but the message has got to go back loud and clear, and when you’re in the wrong try apologising to the members.”

Lucy Powell has issued an apology after she was accused of “dismissing” concerns over grooming gangs.

Powell, the leader of the House of Commons, said she was “very sorry” for her remarks and apologised for “any distress” she has caused survivors.

The statement came after Jesse Norman, the shadow commons leader, said his opposite number had received “universal condemnation for dismissing concerns” about grooming gangs as “dog whistle politics”.

Powell comments came during an appearance on BBC Radio 4’s Any Questions programme last week.

Speaking in the commons after delivering the weekly business statement, Powell said: “I am very sorry for those remarks, as I made clear over the weekend. I and every member of this government want your truth to be heard wherever that truth leads.

“Your truly appalling experiences need to be acted on, for those responsible to be accountable and face the full force of the law and for justice to be served.

“I would never want to leave the impression that these very serious, profound and far-reaching issues, which I have campaigned on for many years, should be shied away from and not aired. Far from it. No stone will be left unturned.

“And what the victims want first and foremost is for action to be taken and for the many, many recommendations from the previous inquiries to be implemented in full, including mandatory reporting of child sexual abuse – something I have called for for nearly a decade.

“Shockingly these recommendations remained sitting on the shelf until we came into government last year.

“Baroness Louise Casey, who conducted the no holds barred inquiry into Rotherham, is carrying out an audit on the scale, nature and characteristics of grooming gangs. She will be reporting soon. This will include the questions of ethnicity, as well.

“Every police force in England and Wales has been asked to look again at historic grooming gang cases and they will be reopened where it is appropriate to get perpetrators behind bars.

“So I hope the House is left in no doubt of my commitment to these issues and my apology to those victims for any distress I have caused them.”

Nigel Farage’s comments about what he called “behavioural disabilities” will have “sent a shiver down the spines of so many parents”, the education secretary has said.

Bridget Phillipson rubbished the comments issued by the Reform UK leader as “completely irresponsible” and “totally wrong”.

Speaking in House of Commons, chair of the education select committee Helen Hayes said the crisis in the SEND (special educational needs and disabilities) system is the “source of distress for parents and children who have to fight far too hard for support, and for professionals working in local authorities and schools who face an extremely challenging funding situation.”

The Labour MP asked Phillipson to condemn the comments made by Farage and affirm that “solving the SEND crisis requires listening to parents and professionals, not denigrating them.”

The education secretary replied: “I couldn’t agree more… and I pay tribute to her and the committee for the important work that they are doing through their inquiry in this area, and we look forward to hearing more from them in due course.

“She is absolutely right that just days from the local elections, the comments of the member for Clacton [Farage] will have sent a shiver down the spines of so many parents right across our country – completely irresponsible, totally wrong.

“This government is focused on better outcomes for all of our children, including children with SEND.”

The speaker of the House of Commons has paid tribute to Pope Francis as a “humble” man and leader who was “unafraid to confront” the world’s greatest challenges.

In a statement delivered before the beginning of House business on Tuesday, Sir Lindsay Hoyle said the late Pope will be “deeply missed by those of all faiths around the world.”

Vatican officials confirmed that Pope Francis, who had been elected head of the papacy in 2013, died at the age of 88 on Monday.

Hoyle said: “Before we begin, I’m sure the whole House will wish to join me in remembering the life and service of His Holiness, Pope Francis, who was both a humble man [and] a charismatic leader who was unafraid to confront some of the greatest challenges facing the world.

“He’ll be deeply missed by those of all faiths around the world, and in particular, our thoughts with the members of the Roman Catholic community throughout our constituencies and across the United Kingdom as they mourn his passing.”

A Labour grandee has said the government must decide “whose side” it is on after US president imposed a blanket 10 per cent tariff on all US imports from the UK.

Lord Blunkett, who served in cabinet during Tony Blair’s tenure as prime minister, said the approach reflects a “a good rule of thumb for government.”

Speaking in the House of Lords on Thursday morning, the former home secretary asked: “If I could just ask my noble friend a googly question, as Donald Trump would say, which is difficult as these matters are, isn’t there a good rule of thumb for government to decide whose side they’re on?”

Responding for the government, financial secretary to the Treasury Lord Livermore said: “Yes, and this government is absolutely clear we’re on the side of working people.”

The exchange comes after Ed Davey, the leader of the Liberal Democrats, urged the government to stand alongside allies against Trump’s attempts to “divide and rule”.

Davey commented: “The prime minister should bring our Commonwealth and European partners together in a coalition of the willing against Trump’s tariffs, using retaliatory tariffs where necessary and signing new trade deals with each other where possible.”

A senior Labour MP has suggested the government must rediscover its “moral compass” as he criticised the decision to cut the overseas aid budget.

Barry Gardiner, a former shadow cabinet minister, said he was proud to serve as a Labour MP during the Tony Blair and Gordon Brown premierships when the Department for International Development was established.

He added: “I was proud when the leader [of the House of Commons Lucy Powell] and I stood on a manifesto which committed us — promised — that we would restore the international aid budget to 0.7% of GNI.

“So could we have a debate, please, in government time on how it may be possible to find… a lost moral compass?”

Speaking at House business questions, Powell responded: “I think we all share the pride that the previous Labour government did in the area of debt reduction and aid for some of the poorest countries across the world.

“We are also proud that we have a commitment, which is a commitment which remains, to returning our aid budget to 0.7% of GDP [sic]. We did have a statement to this House by the prime minister about the need for us to find some extra funding for defence expenditure in the changing and uncertain and insecure world in which we find ourselves.

“But we remain absolutely committed to returning the aid budget to the 0.7% levels we set.”

The transport secretary has accused Reform UK MPs of “peddling myths” about the cause of Heathrow Airport’s closure last week.

Heidi Alexander issued the rebuke after delivering a statement to the House of Commons on the shutdown, which followed a fire at an electricity substation in west London.

Conservative MP Sir Edward Leigh asked the cabinet minister for her assurance that “nothing in our drive towards green energy and net zero will ever affect the sustainability and safety of our vital transport systems.”

The transport secretary responded: “I can give the honourable gentleman that assurance and I am very aware that there were some other honourable members of this House who aren’t present in the chamber today who were busy peddling some myths on Friday morning about this issue.

“It was very clear to me that the backup power supplies at Heathrow consist of both diesel and electricity generators.

“So no matter what some other honourable members might be saying, those systems did work, and I can give the honourable gentleman the assurance that he seeks.”

On Sunday, Reform UK leader Nigel Farage posted to X: “Heathrow Airport had no diesel generator backup. It was removed as part of their drive to net zero.

“Dubai Airport and many military bases do have diesel generators and their aircraft would have continued flying.

“The truth about this disaster is being withheld.”

Richard Tice, Reform’s deputy leader, had claimed in a GB News interview on Friday that an aviation expert told him that Heathrow is moving from diesel back-up generators to biomass.

He said: “It appears that Heathrow had changed its backup systems in order to be, wait for it… net zero compliant.

“They had got rid of their diesel generators and had moved towards a biomass generator that was designed not to completely replace the grid but work alongside it. Their net zero compliant backup system has completely failed in its core function at the first time of asking.

“We know diesel generators work as backup systems. If this is correct, and I have no reason to believe it’s not, they are guilty of gross negligence of the highest order”.

Neither Tice nor Farage were in the chamber on Monday to defend Reform’s stance.

A 29-year-old man is accused of scaling Elizabeth Tower barefoot at around 7.20am on Saturday. He is reported to have come down just after midnight on Sunday.

In a statement delivered before the beginning of House business on Monday, Sir Lindsay Hoyle said he wanted to ensure “lessons are learnt” following the incident.

The speaker said: “The safety and security of all those who work on and visit the parliamentary estate is my top priority.

“I’ve asked for a review to be undertaken of Saturday’s incident. I will ensure lessons are learnt from it.

“I want to thank all those who were involved in helping to ensure Saturday’s incident was resolved safely. An individual has been charged.”

The prime minister has responded to a question from Nigel Farage in the House of Commons by “reminding” him that “Russia is the aggressor”.

The Reform UK leader initially told Keir Starmer that it is a “great irony that a Remainer prime minister used Brexit freedoms as effectively as he did yesterday.”

The comment was a reference to Starmer’s intensive diplomacy in recent weeks, and his bid to act as a “bridge” between Europe and the United States.

Farage went on to query whether further US security guarantees are needed in light of the raw materials deal that president Donald Trump and his Ukrainian counterpart, Volodymyr Zelenskyy, are set to sign.

Starmer replied: “The minerals deal is not enough on its own.

“But can I just remind him? Russia is the aggressor and Zelenskyy is a war leader whose country has been invaded. We should all be supporting him and not fawning over [Vladimir] Putin.”

David Lammy appeared before MPs on Monday afternoon to mark the third anniversary of the war in Ukraine, and provide an update ahead of his and the prime minister’s visit to Washington DC later this week.

Responding to the foreign secretary’s statement, Creasy said that the UK’s Ukrainian allies will be “heartened” by the support shown from across the commons chamber.

However, she noted that some MPs were “absent from the House at this point in time”.

Another Labour MP can be heard saying: “Where are they?”

No Reform MPs were present in the chamber at the time of Creasy’s comment, despite Richard Tice, the party’s deputy leader, and Lee Anderson, its chief whip, having answered questions of Home Office ministers on Monday morning.

The speaker of the House of Commons has said it is a “major injustice” that no rugby league player has ever been knighted.

Sir Lindsay Hoyle told MPs on Thursday that “now is the time” to knight the former professional player Kevin Sinfield, who has raised more than £10 million to combat motor neurone disease (MND).

Sinfield, currently a coach with the England rugby union team, played more than 500 games for Leeds Rhinos and also represented England and Great Britain.

Rob Burrow, another rugby league star and Sinfield’s friend, passed away from complications of MND at the age of 41 in June last year.

The speaker’s comments came after a question from Labour MP David Baines, who is chair of the rugby league all-party parliamentary group (APPG), at House business questions.

Baines said: “In all this time, no one from the sport of rugby league has ever received the highest honour of a knighthood or a damehood.

“Not one person in 130 years. Despite having many worthy recipients and candidates for such honours, including the likes of Billy Boston, Alex Murphy and Kevin Sinfield.

“Does does the leader [of the House of Commons Lucy Powell] share my dismay and frustration and surprise at this oversight?”

Answering for the government, Powell said: “I too think that Kevin Sinfield has been the most incredible ambassador, not just for sport but for charity [fund] raising. And he certainly would be somebody I think we should all consider.

“But I will make sure that the powers that be have heard his comments today, and I’ll help him to make representations on that.”

Hoyle added: “Just to say, as I’ve been tempted into the conversation, I’ve also raised it with the prime minister because there is a major injustice, and the stigma against rugby league where not one person has ever had a knighthood.

“But the fact that Kevin Sinfield has raised millions for the motor neurone disease and on behalf of what he’s done, I would have thought now is the time and we wait no longer.”

Rishi Sunak has said Britain and Europe should consider providing Ukraine with a “military presence across land, air and sea”, in the event of a peace deal.

The comments come after US president Donald Trump claimed that he and Russian premier Vladimir Putin had agreed to start talks on ending the conflict.

Sunak said: “In this new world and in the event of any peace deal… the United Kingdom and its European allies must lead in providing Ukraine with military support and potentially military presence across land, air and sea.”

Defence minister Maria Eagle responded: “I can confirm that we aim to put Ukraine in the strongest possible position to enable it to negotiate, and that involves continuing to supply them with the with the arms and weapons that they need in order to fight, because fighting is still going on.”
